California has the Consumer Assistance Program (CAP) to help
cover the expenses of emissions related repairs.
The consumer pays for the first $100 of repairs and then the State will cover up to $500 above that.
You can qualify by income or by having your vehicle required to go to a Test Only Emissions Testing Facility.
